Interesting question. I assume that you have the correct amount of fluid in the resevoir, and that its not overfilled? My only guess is that you have air compressed in the system somehow, and the pressure is keeping it trapped until the source of the pressure is stopped, aka you turning off the motor. Have you tried putting the truck up on stands and rotating the wheel back and forth a few times with the motor off? That might help with purging any air left.
