Got a friend with a 97 PSD 191k with 5 speed, cranks fine, no problems starting, lets it warm up, but when he pulls out on the road for about 5 miles engine is weak under acceleration, starts idling rough if you pull over to side. After about 5 miles it clears up and starts running fine, you can park it for about 2 hours and fire it back up and it's the same thing all over again for about 5 miles. During one of it's spells he took the fuel filter top off and filter head was full of fuel, everything seems to be fine after you get it past the weak and stumbling part. Does anybody have any idea what to check ?

Thanks ROENTGEEP, I ask him the same thing and he said that was not it. He is aware of the EBPV noise it makes when engaged, this is more of acting like it's running out of fuel for a spell.

The EBPV may not hiss or at least not be heard. ROENTGEEP is correct, the EBPV is causing the lack of power.
It's used to help the engine warm faster by blocking the exhaust.....thus the lack of power.
You can disconnect it to prove out this theory. You can also leave it unplugged, I did not notice much difference in warm-up times.
Update on engine weak for 5 miles.....I went to my friends shop Monday night after I posted his problem on the site, he didn't drive truck that day because he was afraid it might knock off on him. Truck was cold, raised hood and unplugged 2 wire connector on the EBPV, fired it up and let run for about 15 min. and then struck out down the road, max speed of about 41 mph, pulled over it was idling rough, finally cut off, and no hissing sound the whole time, that I could hear. Messed around with it a little more and finally it took off like it was suppose to and ran fine after that. He said I told you that wasn't what it was, got back to the shop, under hood again playing around, I was looking at the linkage rod and the actuator to the EBPV while the engine was still hot, but didn't think anything. Drove my truck home and got out raised hood and looked at the actuator on mine and it was in a different position than his was. Went over last night and took linkage loose and wired actuator on his in the same position as my truck, could not test though, because he had just come back in with it.
Got the call this morning, he was excited, said it had not run that good in a year and a half, plenty of power and no stumbling or acting up. Reps and hats off to ROENTGEEP and Cuda_jim you guys nailed it, despite my telling you I thought it was fuel related, it was the EBPV the whole time GREAT JOB !! And here is the funny part and why I said it was fuel related, my friend owns his own well respected in this area tractor truck shop, he couldn't believe that was it either.
