4X4 not engaging

4X4 not engaging
I have a 2001 f150 4X4 XLT with electronic switch. When I put switch into 4HI or LOW the switch lights come on and I hear clicks and in LOW there is a thump, but the front wheels are not locking in.
I checked the vacuum switch on the front diff and the lick does move when switching from 2 to 4 wheel.
Any suggestions or can anyone discribe the way this system should work...ie does the solidoids operate before or after this vacuum switch.
