88 rnger heat problems

I have a 88 ranger with a 2.o that wont heat up. I put a new thermostat in it and did not help. I took the fan off and it took 20 minutes for the water in radiator to get to 190-195 checking it with a radiator thermometer. When the water was that temp i checked the heater hoses with a infared temp gun and they was only 170 going in and 128 coming out. My question is why would it take so long to heat up, and also the outside temp was around 50. If i put the fan on it, it wont get over 160, and this all takes place sitting still go down the road it gets colder. Any suggestions would be great. Today i am going to change the clutch fan but dont think that is the problem. Thanks for looking.

Was the thermostat a brand name? Did you put in the factory temp stat? My bet is that the stat is not closing tightly, and allowing coolant to leak past when it should be circulating through the heater core only, or through the head and the bottom of the intake manifold. (I think they still put that small diameter hose to pre-heat the intake...) Either way, I'd get a Motorcraft or Stant, and put in another...
