Whenever you unhook the battery, you reset the PCM. When you hook the battery back up, the PCM goes through a system readiness check. In order to complete the check, the vehicle must be driven at varying speeds (RPM's) over a period of time. Until the different parameters have been satisfied, the P1000 code will be present.
States that use the OBD 2 port as part of the smog check system will not pass smog if that code is present.
A few years back, I had my mom's car serviced at the dealership. When I picked it up, I drove it straight to the smog check station. It didn't pass. It dawned on me the service tech must have DC'd the battery, even though it was only in for routine maintenance.
The smog check dude, when I told him that, allowed me to drive it around for an hour to clear the code.
Knowing how that code works, I drove on the freeway, through the city, back on the freeway, backroads, etc to clear the code.
I went back an hour later and luckily, I was able to satisfy the parameters of the readiness check, and passed smog.
The P1000 code is common to all custom tunes vehicles, and will be present for all canned tunes. I believe some tuners can customize their tune to get around the system readiness check, but even then, it's a common DTC for custom tuned vehicles.
