They are just stuck. Would lay odds that when you got it stuck, water entered, and so did the mud.
After a short period of time, the moving parts simply do not move. Take the lockouts apart and service them. This would be a good time to service the bearings too. These are also full of mud.
Might also check the fluid in the diff, chances are that this has taken on some water. too.
I wheel every weekend, and I am in the mud constantly. My service intervals are every third trip. Lockout service, new gear oil, bearing service, and all brand new re-build every season. Sometimes this gets to be a pain, but my junk works every time, and it rarely fails as a result of maintenance.
If you are gonna run it, you have to look after it. Leave it without maintenance, and it will fail.
