Huge Problem!!!!!

My truck has no cats on it. Im running true duals with cherry bomb glasspacks. and it was like this when i bought it in march. the county im in requires you to have cats. and the county he was in is even stricter on emmisions laws. and he consistantly got the darn thing to pass emmisions and im trying to figure out how. and how can i do the same????

that's a first. Either your F100 is in excellent mechanical condition or there tester ain't right. Did you put any fuel additives in it before the testing? No offense but I don't see how this is a problem.

It's possible for a properly tuned vehicle to pass a sniffer test without the cat(s). I had a truck that would do it. It may however fail a visual test if the guy looks under the truck and doesn't see them. If you end up needing cats, just go to a shop and have them install some universal ones. The OEM style cats are hideously expensive.

No cats, it shouldn't have passed. I will say that some shops will pass anything and will risk their inspection papers doing so. If you just have a visual and no sniffer a set of small universal cats will pass. I have a visual where I live and they test the gas cap for emmissions. I have a performance cat on my truck, If it goes bad its getting a pipe through it.

The guy probably knew a shop that would pass it with no cats. As far as the fine goes, I doubt you'll get fined, just pass or fail. I suspect you take the truck to a local garage for inspection.

Do you have the sniffer in TN or just a visual? If you just have visual I would just put on a couple small universal performance cats so you don't have to worry about inspection.

The tester could have been ignorant. I had a 79 F-150 with a 400, long tubes, no mufflers or cats. It had a catalyst sticker on the valve cover but it was dirty. The guy looked at the truck and said "they didn't put cats on these 'till 83 so no need to look underneath". and proceeded to do the sniffer test which I passed just fine.

I agree though, if it's gonna be an issue just get some universal high-flow cats thrown on there. Here, if we fail a smog test we have 15 or 30 days to do a retest and get it to pass or your registration will not be renewed. If you spend more than $300 trying to get it to pass and it still fails, they will give you a 1 year waiver. You have to try again next year though or the process starts over.

Rutherford County emmisions;
"The owner of any motor vehicle which did not successfully complete an emissions test administered prior to the date fixed for issuance or renewal and, after attempting the repairs necessary to successfully complete the emissions test fails the emissions testing again, shall be eligible to apply for a waiver from further emissions testing for that year; provided, that the owner has attempted repairs to the vehicle in an amount of six hundred and fifty dollars ($650.00) or more for model year 1996 and newer, two hundred dollars ($200) or more for model years 1981 - 1995, or seventy-five dollars ($75.00) or more, if the vehicle is of a model year 1980 or older, or has attempted repairs in such amount as established by the environmental protection agency to make the owner of a motor vehicle eligible for a waiver, whichever is less. The waiver shall be granted according to guidelines and procedures established by the air pollution control board."
That should help if your information is correct. I'd throw a couple of cats on her and call it good, a good tune up and proper fuel air ratio should help too.
