I have an 03 truck with the original 03 turbo. With a banks 6 gun tuner I get 29 psi boost, but I never checked it without a tuner.
Are you going for the 03 turbo because of the whistle? I have 4" turboback without a cat, and there is only one more truck in the city as loud as mine. I love it!

regardless of tune. loaded or unloaded only 20psi. yes for the whistle. the power fells the same by sop, but the boost is not there

Sorry, I can't be more help here, I'm just shooting in the air - did you do the VGT relearn strategy?

What I'm going to say possibly wrong, but I think it would worth a try.
You changing your turbo to a different-one in your truck. The only difference is that the 03 turbo whistles louder. It whistles louder because of the number of the veins. That makes the whole turbo different from the later models. In my opinion in this case your 03 turbo won't work properly, because your PCM thinks that you still have the later - one on, and tries to use it like that. The characteristics of the 03 turbo is different, so I think that you should "tell" your PCM that you using a new component.
The VGT relearn doesn't take long, you should be done with it in 10 minutes, than you'll see if it is really the turbo, or the set up was wrong....
