89 xlt steering column cover

Sorry if this is posted elsewhere, I cannot find it.

How do i remove the metal covers on the steering wheel column below the steering wheel. I can remove the keylock assembly fine, I just cannot get to the ACTUATOR, since i cannot remove the column cover

The procedure differs between standard and tilt columns. Tilt columns must have the wheel tilted all the way down to aid in the release of the UPPER half of the column cover so the LOWER can be removed. The standard column needs a little finessing. since the wheels won't tilt out of the way. (I realize this is vague but I am translating from my brother's analysis of the procedure). I personally have not had opportunity to perform this surgery.

I have given up trying to fix the broken actuator rod. It is just too far down the shaft and I cannot extract it..

How difficult is it to replace and install a steering column?? I have a found a few locally. Any tips or advice?
