I don't know how much my truck can tow. I just need an adapter to fit the railcar style clamp hitch off a 10-wheel crew cab international railroad maintenance truck into a 2" receiver! - Then I can find out. I bet a SD with good traction could pull at least one loaded rail car on the flat?

Absolutely it could. It could pull several on a flat with low enough gearing, or an A/T with ultra, ultra mondo cooling capacity.
Mind you, the acceleration would be, umm, rather casual...
Steel on steel has very little friction or rolling resistance. At 1 mph, no aerodynamic drag to speak of. And if a flat track, no gravity - so all you really need to overcome is inertia. With deep enough gears and enough patience, you could get it rolling with a VW bug.

Stopping or climbing hills would be another story!
