Anyone else had problems with the painted bumpers rusting? Mine's bubbling out from under the paint. Not just rock chips that grew either, you can see the outline of each section of bumper (possibly welds?) where it's rotting away underneath.
Anyone else dealt with this? Do I stand any chance at all getting a dealer to recognize that it's not normal wear and tear?

Mine is doing the same thing, front and rear. My understanding is that dealers do not recognize it as anything but normal wear and tear.
Rust is only covered on body panels (not bumpers) that rust from the inside out. Basically, the one type of rust that almost never happens is the only type that is covered under the rust-through warranty.
