Fuel problems i believe.

1990 ford f150 302 4x4

I just put the motor back in after re ringing and new gaskets and all that good stuff.
Dual tanks i knew the rear pump was shot, and the front pump operates when koeo <well most the time> Then it started not coming on at times, and i fiddled with the relays swappign a couple new ones in and what not. well one time the pump actually started and wouldnt stop until i turned the key off.
Truck will start up and idle but wont take any gas it pops and acts like crap. showing 19lbs of fuel pressure on the rail.

I had a spare pump so i threw it in the rear tank because i knew it wouldnt even run i plan to tes that tommorow and hopefulyl see a 35 40 psi and know its just the front tank pump.

i picked up a new pressure reg to try if that doesnt help now assuming that i try all of those and it doesnt work where would you go next?

The pumps should never run for more than one second with the KOEO.
That would be bad relays, the wiring under them or a bad computer.

That a side if the pumps are running you need about 42 PSI on the fuel rail with the engine not running.
Normally you run the pumps by grounding pin #6 of the DLC (test connector) with the KOEO.

The pressure should hold a little while after you remove the ground (at pin #6) or turn the key off.

well today i got the other pump lines hooked up, and turned the key on and off alot to see if the rear tank pump would get more pressure out of it well that was a big no! So i threw the new regulator on, and then tried the front tank again and hardly nothing well i think that tank is out of gas now. but i flipped tanks and then operated the pump continuously with the jumper wire, and it came on up. so the truck is running pretty decent now on the rear tank selection it iwll actually rev up without poppin and moanin and groanin. just other things i got to take care of now is an exhaust system <open headers is a little much > and i got to get the 02 sensor bung welded up and plug her in. But i hope i got this fuel issue taken care of. the fresh motor is holding 55lb of fuel press at idle with a standard pump , and 10 w 30 i got some cheap oil in for breakin. How long should i break this in before pushing it?

Sounds like you have the wrong fuel pressure regulator, I think the one you put on it is for a 4.9 engine.
