Angry starting problems with 91 f250 diesel HELP - British Columbia, Canada

I have a 91 f250 7.3 diesel it has new glow plugs but when i turn the key on the glow plug light does not come on but it sounds like the glow plug relay will click on and off for about 20 seconds and then stop after i have done this 2 or 3 times it will start and i have no problems when it is warm only after it sits for a while or over night can anyone help is it the controller thanks .
