One option you want to be sure to get is the towing package. That way the truck comes factory setup for towing, I think it includes a transmission cooler, heavier duty suspension and maybe a better gear ratio. Generally you want as big an engine as you can afford, especially for 7000lb. I would say the 4.6L is the minimum you want for the weight of trailer you are describing. The owner's manual has a table in it that shows what the recommmended max weight is for trailering given each enging and gear ratio option. Ask to see an owner's manual at the dealership. The gear ratio is a hard thing to sometimes find out. I think there is an earlier posting in this bulletin board that tells how to decifer the code on any particular truck. As for recalla, the 97 had an exhaust tailpipe relocation recall, but I think they have fixed that in the design of the 98s and 99s.
I'm looking to purchase a Ford F150 Supercab shortbox. I would like to know of any recalls or manufacturer defects, does anyone know where I can get this info. I plan on towing a travel trailer with a hitch weight of 450 lbs and gvwr of 7000 lbs. Is it better to get the 3.55 gear ratio with 16" tires and 4.6L engine?

For recall, safety and crash info, go to www.nhtsa.dot.gov There is good info and links at www.edmunds.com as well. As far as towing - go with the 5.4L. For pulling as much as you will be, you would be happier with it. There is no substitute for cubes.
Two recalls so far. Transmission shifter cable (zip tie fix on steering column), and improper lug nut coating. I have the 5.4 Off-Road with the 3.55 ('97) with the 3rd door. Without trying, I spin the rear tires ALL THE TIME. It was fun at first, but it's a real pain after awhile. I think you will want the 5.4, but look into a fleetside, with the 8' box.

look at all the problems the 4.6 & 5.4 have. Also Ford has the worst customer relations I have ever delt with. Until they get your money they will kiss your #*^ Then they have a list of reason written up by their design team on how to get out of repairing your truck. BEEN THERE DONE THAT and WON'T GO BACK
