Turbo sputtering noise?

Moved up a forum to ask a few questions about my dads truck.
00' with about 216*** miles
Recently we have started to here a loud sputtering noise coming from the turbo area(we believe) it sputters and when u let out of the throttle is goes away instantly.we believe it has some then to do with the waste gate, maybe its going bad? truck will do it at 10 psi and at 20 psi and just about anywhere in between. I took it out today and when i got it to make the noise i made sure i was watching the gage and at 20psi when it made the noise the needle on the gage fluttered, dropping maybe 1 psi back to 20.
Any thoughts, suggestions would be greatly appreciated.
Also when i made it make the noise i kept in the throttle and then the gage dropped to 0 out of no where, i had blown the boost tube off the T in the map sensor, could it just be a leaky boost tube?
Last question, he has had an oil leak for a couple of weeks i cleaned everything out of the valley and place a towle down and ran it, found nothing. but now it has came back but its only in the back of the valley and kinda slow. pestal or turbo o-rings?
Thanks
justin.

Don't know how someone missed this. The turbo noise sounds like surge.. the 99.5's - 03's got an "updated" wheel that made the turbo quieter but at the same time created surge... A wicked wheel or ATS ported shroud should do the trick. The oil is probably the turbo o-rings. Someone else will chime in and correct me if i'm wrong but this sounds like the trick since its a '00

I agree with Will...sounds like turbo surge to me as well..only cause the gauge bounces when it flutters... I get it around 1800 rpm's 10 boost climbing a hill in D then again around 20 boost 1800 rpm in OD...I just changed turbo's cause the other one crapped out on me,,it has the stock wheel and I started getting this surge...never did it with the wicked wheel in place on the other turbo...as far as the oil leak.. being at the back it would have to be one of 3 things..oring for the pedestal to block....or pedestal to turbo..if your going to do one..might as well do both of them...the 3rd would be the waste gate actuator valve on the pedestal..look in and see if you can see oil dripping from there...

I think Ron meant the EBPV rod on the pedestal. My small oil leak in that area ended up being from a loose boot on the intake plenum on the passenger side. I just had to tighten that up and no drips in 6 months.

Will it make that noise even if there is no boost and revving freely in neutral?

Check for exhaust leaks or intercooler & IC boot leaks, something is causing the turbo to operate outside the intended parameters, causing surge.

Look for black smoke marks or oily residue, which would accompany the leaking air
