Its pretty ironic, I am having this electrical draw, so I called my buddy (Ford Tech) and he has the same problem on one hes working on in the shop. We are both working an identical electrical draw problem, so I thought id check to see if anyone here has seen this one. working on a 1999 Super Duty that has a draw. It also is related to the flasher relay, which is the top relay, under the dash. It will bong if you disconect both negative battery leads (to isolate it to find the draw) and hook a test light between the negative terminal and the negative cable. This could be a dome light delay or a warning for the air bags? I also found that a 50amp under hood fuse, and the
rear most 20 amp fuse in the same line are also involved. The Dash and
airbags are somehow interlinked in this. I know troubleshooting electrical without having the vehicle in front of you is difficult but thought Id throw it out there anyway

Make sure you do not do any draw testing for about 10 minutes after the key is removed and the door is shut. You have a battery saver relay that drives an accessory delay relay that lets some of the accessories work after the key is removed.
Speaking of these relays, you could pull some of them to try to narrow down the problem.
