I have no idea how or when it happened but when I changed the shocks on my '97 F250 HD the other day, I found that the left rear lower shock mount was bent. It was probably half inch racked to the left. Enough so I had to almost cut the bolt out.
I was able to pound it back over enough to get the new shock in but obviously it is weakened now.
I don't recall ever using the shock hanger as a jacking point but I have only had the truck for four years and this is the first shock change I have done.
Ray, I've jacked my trucks up from the lower shock mounts plenty of times and never bent one. I suppose it's possible, but my bet would be some off-road or pothole action is the culprit.
I've been under this truck 100 times doing the brake lines, the rear u-joint, etc. and never noticed it before so I have no idea when it might have gotten bent. The new shock base rubs the bracket slightly but I think it will be okay since the old one was wedged into the bracket.
I think you are correct though, those brackets should be strong enough to lift the rear of the truck from.
