diff between 94 and 99 psd

diff between 94 and 99 psd
Can someone tell me why the turbo psd's are grouped 94-97 and 99-03? Are they still International engines? Looking to purchase the best package (94-03) and I'm just starting out with the research. Pretty daunting too lol. Thanks in advance. Ed

'94-97 were non-wastegated and had 215 hp.
'99-03 were wastegated, and had more power (I don't know exact figures).
'03 is supposed to be the best year for the 7.3 if you want the SD body style.
