No back up lights?

No back up lights?
I am in the process of installing a flatbed on my 84 F250, the truck is being set up to plow snow in the winter months and as a tow rig year round. Any way I was going though my tail light harness checking and making sure everything works okay. I knew I didn't have back up lights, I figured it was just the bulbs had burned out... not the case. I checked for power... nothing, bad ground same thing. I checked fuses and couldn't find any of them to be blown. Then I noticed that the turn signals and back up lights run on the same fuse. I do still have turn signals... so what else could it be? Possibly the neutral safety switch?
