Disconnect the fuel line at the carb, put a catch can in front of it and turn on the pump. If nothing comes out the blockage is rearward between regulator and carb, probably at fuel filter. If there is a flow, blockage may be at carb inlet.

Has the gas tank been cleaned out recently? If not they, meaning tanks in general, are notorious for cutting loose clogging debris. It may pass fuel pump and regulator, to jam up down the line.

Air Lock… Those pumps were not designed to pump air. Disconnect the fuel line right after the pump, run the line into a gas can and run the pump till fuel comes out good and solid. Then do the same after the regulator. When the fuel level in the carb bowl gets low enough to open the needle valve the rest of the air will purge out into the bowl. Just make sure you have fuel past the pump and make sure the pump is in the right direction. My rotary pump will fit it's bracket either way and can be installed backwards really easy.

One suggestion is to get a good water separator/filter combo and place it just before the pump. I stopped using in line regulators years ago and use a bypass valve instead. I set the valve for about 4psi to the carburetor and the rest goes back into the tank. This keeps the tank flushed and all the dirt and water that gets in the tank ends up in the water separator/filter combo. This also relieves the strain on the pump which makes it last longer. 7 years and counting on my last new one.

Cheers
