RABS light flashing

I posted this in the brakes section but thought somebody here might have dealt with this issue. I am working on my 1996 F150 4x4. While driving around, up pops the first problem with my truck. The RABS light started flashing. I also noticed that the brake lights quit working. I pulled the code from the ABS module and it comes up 16 (SYSTEM working normal). When the light flashes while driving around it flashes a 16 as well. The Haynes manual seems to indicate that when you have abs trouble the ABS light should illuminate and stay lit and not flash? Is this correct? I checked all the basic fuses and the brake light switch. The red parking brake light seems to be working normal. The brakes are functioning like new. Never felt any pulse or mudulation like a GM.

Any ideas if the ABS light and non functioning brake lights are related????

Thanks,
Chris

I forgot to mention that the hazards lights do not work either. I have checked all fuses. Found the hidden flasher for the hazards and confirmed that it is working. I have removed the hazard/turn signal switch to check that out.
