surging
got my 89 f350 7.3l zf5 4x4 running today and took it for a test drive.... where i live there are hills every where........ when driving down a hill with no throttle in 4th gear at around 2500rpm it would start to surge.... if i press the throttle it would stop surging and accelerate.. if i was below 2500 it would not surge.. with constant driving will it work this out? or do i have bigger issues that need to be addressed? and what would they be?

Run a tripple dose of Diesel Kleen through the fuel system.
Another good option would be a couple quarts of ATF in a tank of fuel.
Either will give the fuel system a good cleaning and lubrication.
