Sometimes they send a special message that offers discount rates for a limited time to boost activity..

I think that there's a new policy coming that will be flat rate, $0.35 insertion fees and 30 day listings for fixed price and multiple auctions, but it hasn't been instituted yet. But regular auctions will remain the same fees for now.

I just thought I would add something interesting. Between sold and unsold listing fees and such, fees both E-Bay and PayPal, the "system" on avg. for 165 sales in a 12 month period last year took 25% total of the gross not counting S&H.
I can see why many sellers pad the S&H.

Just concerning vehicles, the fee change is Sept. 2. No listing fee, no sale, no fee. But total fee is upped to $125 instead of the $40 to list, plus $50 if reserve is met. My figures may not be 100% correct, but close.
