Ignition Accuator Tech
There is many threads that talk about it, none that I found showed you how.
First I will say that if you know a guy that has done this fix before...CALL HIM, pay him in beer.
In the pics you will see the steering column is unbolted from the dash and the instrucment panel is removed....DON"T do that, you don't have to.


What you need:
igition accuator (HELP section at Orielly's)
steering wheel puller
screwdrivers
complete socket set
"screw"???
pliers
snapring pliers
1) disconect battery - hot wires and horn - very annoying.
2) Steering wheel cover off - simple screws from the backside, pull off, unplug cruise and horn junk.
3) Steering wheel off: Loosen nut (not very tight) don't remove completely yet. Take a sharpie/scrib and make a referance for you to put steering wheel back in line. Rent a puller from Orielly's auto or Napa. You can do the old farmer whack on the head of the steerig column nut, but be warned it will possibly break/bend the small snapring shown next.

4) remove blinker stalk (unscrew) and remove blinker assembly from column (2 screws) and ground wire from igition switch (1 screw) - let the wires dangel

5) remove colar - 3 or so screws you can see. Key in, rotate the key to walk the colar off the ignition rack-pinion. Pull off and feed the blinker junk through the center
6) Bam!! Now you can see how the key works and tilt steering and you can see the broken ignition accuator (half stuck in column, other half flopping around with key cylinder
Tilt steering only: you have to remove the tilt part of the column - this is a pain! you will see a large spring on the key side, and under that is the latch for the column - you can manipulate the tilt with your fingers by pressing the latchig pawl - tilt all the way up. Dig into the side a remove large spring. Now see the 2 axles with threads on each side - screw a screw in there and pop those out with pliers. Remove the snapring that retains the shaft.
5 speed only: you will notice you can not remove the broke accuator part unless you pop the key return button on the bottom - remember this fact before you start forcing stuff
7) There is the ignition selector rod resting in the top of the accuator retained with roll pin - force pin out (KEEP!!!!) remove rod


8) remove accuator parts and rack-pinion - replace with new - add a few drops of oil.
reverse assembly
Note 1 - make sure the key is full on before starting the rack-pinion into place with colar. once the colar is on, the key should operate as normal
Note 2 - Tilt steering spring - OUCH!! it is a biotch to put back in.
Note 3 - line steering wheel back up with your marks - the factory has marks - but you never know!
