For a high quality mount expect to pay a premium. ProComp makes decent part at decent prices. Maybe rancho, RCD or your local welding shop could offer cheaper alternatives too.

Well it is a simple enough design. Make a loop probably 15-20" wide at the base and 10" or so at the bend. Weld up two kickers to hold the loop at the angle you want, shorter is flatter and taller is more vertical. For 45 degrees, 1" up and 1" and back works. Then weld a plate far enough up to be centered on your tire of choice, put in a big bolt, jamb nut it to the plate and Bend up some tube and weld a nut to it to make your wing nut.
Say your tires are 35", looking down on the loop it would be about 36" tall, 10" across at the loop, 20" wide at the bottom. The plate figures about 6"x15" centered in the loop. Then a couple of inches above (I'll use 2") will be the location of the kickers. So make them 25" long and mounted 25" from the base of the loop. I forget my trig, but 20-21" will give you something close to 30 degrees.
