weird problem with trailer wiring harness

Have a '99 F350 Crew 4WD Pwrstroke. Has a six-pin trailer connector. Noticed that when checking each wire with tester probe, one prong (on truck end) always stays lit up. Come to find out it's the one that should be the right tail light/right brake light. All others work fine, AND right taillight/brake light works on truck. So I unplugged harness from factory wiring, figuring problem was between there and where plug mounts in rear bumper. Found that that same circuit stays lit up with test probe there, too. From there, wiring goes on up to front of truck. So I don't get it - lights work on truck like their supposed to, but something is funky on that right side line. Appears to be hot all the time, but if that's the case, when I plug in a trailer (I've got two trailers, wired the same) the right brake light out to come on right away. But I get nothing. Anybody else ever see something like this? Oh, yeah, the brake controller works fine-I thot maybe there was a wire crossed there.

I think it would depend on if the Hook-up Plug was Installed according to : The NORMAL Standard hook-up.
I have a copy of this hook-up if you want to use it to diagnose the plugs.
