That's aftermarket trim...it's not from the factory.
I've owned dozens of 1950's GM cars (my dad was an Olds dealer). I've never seen anything like this as original.
A "beauty ring" fits on the inside edge of the rim, and was used in conjunction with hub caps.

i seen alot of them at a lead sled car show but didnt pay much attention cuz everyone had them so i figured you could buy them on ebay or something.... get home and look and cant find them anywhere, i want a pair so bad
