BTW, I even took the switch out and they were still on

You probably pulled the long black plunger type brake switch?
Try un-plugging the next switch up, that is connected to the pushrod for the brake booster.

See if you have power all the time on one of the brake switch wires. You should. Then activate the brake pedal, and you should have power on both switch wires.
If you have power going through the pedal switch when it's pressed, look for the same color wire up in the steering column. You should have power going up the steering column when the pedal is pushed.
Make sure the turnsignal switch is in the center. Go to the rear of the truck and make note of the color of the wires that go to the left and right brake lights. You should find these wires coming down the steering column. With the switch in the center position, when you press the brake pedal, both of these wires should have power. If you do not have power on these two wires, but you did have power going into the turnsignal switch when the brake was pushed, then your turnsignal switch is bad.
