The stock pump moves around about like the speed odometer does when I'm pulling a trailer with the chip off . No really, it doesn't move around very fast but it is moving almost consistently.
I'll check the voltage to the pump and see what I can come up with.
I have the gauge hooked up right after the pump down on the frame. I don't even know where the FPR is, in fact I didn't know it even existed until now . The pump sounds fine, it doesn't make the humming noise that bad pumps usually make.
When I changed the filter there wasn't really any junk in there that I could see.

The FPR (fuel pressure regulator) is on the side of the fuel filter bowl. A good pump will usually make a humming noise because it is running full time when the engine runs. Excess fuel is pumped back into the tank, so there should be a steady output from the pump, regardless of throttle position or load.
If the electrical is OK, then I'd guess you've either got a bad pump, or a restriction between the pump and the fuel in the tank.
