91 Explorer power steering pulley install problem

Replaced the power steering pump on my 91. Had a real challenge getting the old pulley off with the rented tool. Installed the new pump and am having a worse challenge getting the new pulley onto the shaft. The pulley keeps going crooked as I tighten the nut to press it onto the shaft. Tried greasing the shaft to no avail. Have tried both the bolt and nut that came with the new pump and went out a bought the tool for removing/installing pressed on pulleys. This 2 hour job is turning into a 2 day challenge!! The only thing I can think of at this point is to try heating the pulley in hot water to expand it prior to installing but I don't know if this will help or not. Any tips or sugestions are appreciated!!

Heating up in water wont get the desired expansion, but I have had luck heating the pulley in the oven @ 500deg, carefull hot and burns whatever it touched.
