ok, so i'm still trying to track down the problem with my '99 4.0 OHV explorer. sometimes at idle the intake starts making a loud moaning sound, but not always. also it's really hard to start 95% of the time. i have to crank a little, let off, then crank again. sometimes i have to do this 3 or 4 times.
does this sound like an IAC problem? the other day when it was moaning i unplugged the IAC and it shut up. the engine stumbled and it returned to a normal idle. i plugged it back in and not a sound.
the person i got it from said he was told it needed a fuel pressure regulator.
The moaning and idle issues definitely sound like an IAC problem. Alot of people on here have suggested that you may be able to clean the IAC to take care of the problem, but I've found that the sound seems to come from the little black cap on the side of the IAC vibrating. Cleaning mine didn't help at all, but the replacement part was cheap so it wasn't a big deal. It's nice to no longer be "that guy" driving down the street with my engine sounding like a freight train horn.
I am not sure how this could be related to the hard starts, though. Mine would bog and stumble when the IAC starting going through its routine, but I never had a problem with it at start up. Maybe someone else on here will have some suggestions...
The noise (Sticky, vibrating valve in AIC) and the hard start (not opening enough to make idle speed) are directly connected to an IAC that is not operating within specs. Clean and/or replace.
well it's definitely pressure regulator. i borrowed a friends pressure tester this morning. when i turned on the key it slowly went up to about 35 lbs then dropped immediately.

My wife's Exploder will start to whine at idle when the IAC is acting up. I've taken it off twice and cleaned it with a spray can of carb cleaner, put it back together and it's back to working normal for a couple of months. My question is this...is there a better way instead of take the IAC off every couple of months to clean the IAC vavle? I've checked the plug and that didn't do anything for the truck.
i replaced the regulator on mine and it didn't make any difference. i had a few people tell me it could be the upper intake seals, and some told me it was probably the flow back valve in the fuel pump. as for the IAC, i took the black cap off and changed the filter in it and it shut up.
i've since sold my explorer, so i'll never really now what was wrong. thanks for all the advise anyway everyone.
