Welcome to FTE. As of exhaust before the tire, i don't but some guys do. Not to popular because of rear tires getting sooted up. Seen a bad **** diesel with side pipes once, he didn't have the side steps. Now that sounded good!!!!!
Like i always say, its all personal choice. Run a 4 inch turbo back exhaust with no muffler before the tire would sound good. Others will chime in soon.
i have been thinking of doing a truck chrome stack under the side step as a side pipe like the old ac cobras, i recon that would look cool...
You don't want to aim it at the ground ya know? I tried that with my Cat, and you would not believe the amount of dust a turbo charged 4" system will kick up.
My 97 super duty has the exhaust exiting just in front of the right set of duals. It does get the tires and rim dirty, and the lower side of the utility bed has a black streak down it. For a work truck, I can live with it. I would not want it on my 02 though. Went this route because the clearence was going to be tight with the 4" exhaust going out the back. I have an elbow on the exhaust and it is aimed at the rear tires, where they meet the road.
