Need some advice

I'm putting headers on my truck which so far has turned out to be a major PITA. When I started bolting them on, the top screws stop due to rust before they are tight. I tried to chase them with a tap but it was really tough and broke the tap handle. I still have five more bolt holes to go and they are in a tight spot. Should I just put washers on them or give up and pull the heads?
I'd honestly like to put new heads on but it's pointless considering I'll rebuild the engine later, just can't do it right now.
Thanks for the advice.

The bolts for the headers are shorter then the stock manifold bolts. Usually there are 1/2 to 3/4 of on inch long. If you are using the right header bolts and they still won't tighten fully then a washer would not hurt to snug them up. The Torque fot these bolts is only 30 to 35 ft lbs just for info.

Lots of penetrating oil and retighten several times after starting.

if you want to ward off those pesky leaks you can use some header locking bolts. like these.

Are you positive the bolts aren't too long and you're bottoming out? breaking the handle on the tap takes some force, like duste said header bolts are shorter then manifold bolts.

It's just the bolts on the top. I had to drill two holes and threading those was simple. Just the ones with rust built up in them. I'll fix it right when I get my other motor rebuilt. I just had bad manifolds and didn't want to get into all the work right now. I'll use washer's for now.
