Lights wont turn off

Lights wont turn off
My headlights wont turn off even when I turn the switch to the parking lights or to the off position the lights stay on sometimes they will blink and then remain steady on.The only way to turn them off is to pull the fuse .any help will be usefull

pull the headlamp switch and check continuity at all the pins

you should not have it from any pin to all pins with the switch off
