A/C Clutch Clicking

I get a loud clicking noise from the A/C clutch even when the air conditioning is off. The pulley around which the fan belt goes stops moving for a split second, which results in this clicking noise. It wouldn't be so bad if it only happened if the a/c is on.

Does anyone have any ideas? Electrical short? Do I need to replace the a/c clutch, and if so, what will this take?
