However, Axle is Dana 60 Full Floating, Eight Lug that is listed as 5200lb
Truck has what appears to be 2450 lb rear springs ( eight leaves plus helpers)
Brakes have deep offset backing plates and look to be about 2 3/4
Owners manual list the 4800 lb designation as Optional GVW rating plate.
I would think this truck would weigh around 4000lbs. I would also think it should carry 2500-3000lbs without much trouble.
Any input as to why the GVWs would be under rated would be appreciated.

Your truck was ordered special by the original purchaser. Since everything listed on the Warranty Plate above are RPO's (Regular Production Options), something else was special...this could be springs, a special body, or..?
GVW (Gross Vehicle Weight) aka GVWR (Gross Vehicle Weight Rating) is not the weight of the truck. It's the amount of weight that can safely be carried, including the driver, any passengers and cargo.
So if the truck weighs 4000 lbs., 800 additional lbs. could be safely carried without exceeding the GVWR.
If the GVWR was exceeded, the warranty was voided...as it clearly states on the Warranty Plate.
