1989 F-350 Charging problem

I have a 89 F-350 diesel that my dad got on the cheap, because it had several problems. All the major problems have been solved except one it does not charge the batteries. This is what I know or have checked, it has a new ignition switch, the alternator checks out, the voltage regulator is new. What I am getting is with the ignition switch off I get 12 volts at the exciter wire at the alternator as soon as the ignition switch is in the on position I get 0 volts at the exciter wire. We are at our wits end, any thoughts are appreciated.

Did you check the voltage at the exciter wire with it connected to the alternator or disconnected?

I bet you had the alternator bench tested at an autoparts store and they said it's good. Well, those bench testers are useless, if you don't get any more than 12v across the battery with the engine running the regulator or bridge rectifier inside the alternator is shorted, the bench tester won't recognize this.

I was getting the 12 volts at the exciter wire with it unplugged from the alt. with the ignition switch off and 0 volts at the exciter wire with the igition switch on and the exciter wire unplugged.

I don't think the alternator has a problem you can run a jumper from the alternator to the battery side of the solenoid, and it will run the batteries but it will not regulate the amount of charge because it does not run through the voltage regulator.
