You'll have to determine if the shift actuator on the front axle is working or on. It's under the black plastic cover on the side of the differential. If not, it could just be stuck from mud/rust/etc. or not getting vacuum, in which case the lines could be cracked or the vacuum solenoids on the firewall could be defective. There's a lot of discussion here on that subject.
