So I hooked up the scanner to see what i could pull and it reads, no codes, which im stunned, i was really banking on being able to identify some problems. What do i do now?
You are going to have to describe in more detail the trouble you are having...you will also have to give the year, model, mileage, etc. and any mods you may have done on it. What kind of scanner did you use? Most won't pick up the codes of the PSD.

What kind of scanner you using? Sounds alot like the under valve cover harness has come unplugged. Check under the valve covers to see if it is still plugged in.

Last night i check the drivers side, i have an early 99 f250 , scanner is a actron OBDII pocketscanner. I didnt get into the passenger side yet, im hoping that is the problem, i also am wonder if i pull some injectors and im going to be able to visually identify the troubled injectors?
When i start the truck after kicking the glow plugs on and off about 5-6 times, the truck bareley starts and holds idle on its own. Is doesnt have enough power to move itself untill it has been running for about 15-20 minutes, after that it still takes about a mile of physical driveing to get it to open up all the way. It feels like it is running with no turbo, but i can hear it spooling but until its been driven a few miles it doesn have any power. Even after that the power isnt very strong and feels weak.
It will also blow blue smoke on these hard cold starts. However, if i have driven the truck for about 20 minutes and park it, come back to the truck and it starts up no problem and doesnt have this lag time for it to get going.
I'm not familiar with that scanner, but since the 7.3 was designed by IH as a medium duty truck engine, the inexpensive OBDII code readers you can buy at the auto parts stores won't pull any engine codes. It sounds like you've got several things going on, so you might need to find someone who can scan your truck with a proper scanner. If you want your own scanner to pull codes, most of use the AE. Where are you that you are still having to cycle the glow plugs 5 times to get it to start? Have you checked your GPR to see if it's working? Have you tried ohming the pins at the valve cover harness to see if the glow plugs are still good? You could ohm the injector wires at the same time to check for the loose plug Diane talked about above.
How old is your engine oil, fuel filter, & air filter? Have you pulled the intake hose off the turbo to check for play in the wheel to make sure you don't have a bad turbo? Have you checked those rubber boots on the IC to make sure you don't have any boost leaks?
Nice, I will check that scanner out, I have 265k on it and new fluids and filters throughout. I need to check ohms on everything so i know whats got power. And how much. The turbo feels solid no play at all. The wheel looks good, i checked the uppipes and no leaks but didnt pull anything else off.
