Ok first you have to have it saved on your computer.
Once saved make sure you have the file name for easy reference.
Come back to FTE site.
Go to user CP
Go to edit avitar
You'll see towards the bottom where you can download from file. Search for your file name and save it.
It took me several trys to get my picture from my camera to here in my avatar
Just remember it has to be a small size. A little larger if you are a supporter. The maximum size, in pixels or kb's, whichever is smaller, is shown at the bottom of the Avatar upload page. It think it was 80 x 100 pixels before I became a supporter. Now it's 120 x 120, so just a little bigger. I forget the maximum kb's.
One of the FTE Members wrote me on this when I joined....they recommended uploading all my pictures into photobucket.com (it's free). From there, you can add pics to your gallery or into posts pretty easily, and save them to any size or format, there's even one option to "save as avatar."
I made my sig with photobucket too. It's maxed out on characters right now with all the links to the pics. I made my avatar in Paint (comes will all windows machines) by selecting the whol thing and resizing down to 120? by 120? pixels.
