rubber seal

hi there could someone tell me if there is suppose to be a rubber seal between the bottom of the cab and the running boards on my 1954 ford f100??

Yes it is called a cab skirt. It is stapled to sheet metal bracket and screwed to the flange on the bottom of the cab. Mid fifties has them.
