O.K. I need some help - pardon my lack of knowledge on this one.
On the right side of the truck under the hood near the top there is a round - for lack of a better description - "can" attached to the fire wall with some wires going into it. Inside the truck one thick black wire comes out of it with a silver "jack" or tip that plugs into something. What does this plug into? It must be fairly significant. The only markings on the wire are a ford logo the number 6 and then numbers 473 on it. Like I say it is a fairly thick cable about 1/4 inch in diameter coming into the cab on the upper right side behind the glove box and above the vent.

Something that plugs into something - we will need some more info for that, or a picture would be even better 
It could be a number of things. How big is it? For a second I almost thought you were talking about the vacuum reservoir, which isn't electrical at all - until you said it's mounted on the firewall and not the fenderwell. Are you sure it's electrical and not vacuum? Sometimes there are check valves around the area you describe. I say this because 1/4" is pretty thick for wiring and would sound more like a vacuum line to me. Need more info.

Yes, we definitely need more info here. Year, engine size, A/C, Trans type, etc.
The more information you can give the better we can help, but I agree with fmc400 it sounds more like vacuum instead of electrical.

Round vacuum reservoir aka coffee can, black in color...mounts on the firewall. Has one or two vacuum connectors on top.

Sorry guys - a bit vague on the information. After mulling it over here's what I think it is - looking under the dash there is a yellow and green wire that connects to the cigarette lighter, it looks like a wire plugs into this and then another end plugs into the cigarette lighter. I think that this black cable plugs into one end of the green and yellow wire and the other end of the green and yellow wire plugs into the cigarette lighter. If I think about it - it seems that alot of accessories you can buy plug into the cigarette lighter and this would require some serious power - therefore the thick black cable must deliver this power. If this is correct - which I hope it is - that means the short I was experiencing - which I isolated to the "courtesy - cigarette" lighter fuse using this link Tech - will be corrected once I re-attach this cable. Does this sound like a correct diagnosis?

The lighter power supply should be coming from the fuse box and not directly from a line going to the battery. Some one may have added accessories at some time but as I stated the wire for the cigar lighter and lights should be to the fuse box. Take a pic of the thing on the cowl pannel. It may be a switch for an amp that was once in the truck.
