Stock Carb Plate

OK theres a 1" adapter plate under my 2bbl with what appears to be a vacuum modulater bolted on the back of the adapter with a line running to the front of the 2bbl,Also theres a tin can on the drivers fender well with two vacuum lines,One runs in the firewall and the other runs to the carb by the top plate. What purpose would these serve?

To clarify from previous post about smoke and oil
74 Ford F100 Ranger XLT(brought home two weeks ago)
Under 20,000 miles on crate motor 390 (7-10 years old)

The can on the fender is a vacuum reservoir so your vacuum driven accessories work when engine vacuum is low. The plate and modulator is actually an EGR valve (Exhaust Gas Recirculating). It's an emissions thing to reduce Nox numbers, most it just hurts gas mileage.
