rust on frame

I have an old f450 1988. bought it to fix it up. Thought frame was ok but once i got it home i noticed it had cheap ruuberized undercoating. Anyway it was bubbling i scraped it off and thick pieces of scale came off. Some of it was so thick 1/2 or 3/16 it looked just as thick as the frame. I was wondering how there was any frame left but the frame was still there. Is this dangerous? Or is it just surface rust with water and dirty that formed some kind of scale?
