There is no brake pedal return spring.

There are two nylon bushings on the brake pedal shaft, where it attaches under the dash. These bushings prolly are worn/ground down to nothing/missing by now.

If a manual transmission, there are two more on the clutch pedal.

These bushing are available from Ford.

B7AZ2471B .. Bushing

MSRP: $ 1.66 each / ftepartsguy.com price each: $ 1.20

is that maybe why the brake pedal isn't returning all the way on 79 F100, the bushings are worn out?

There's no brake pedal return spring on any 1973/79 F100/350 or 1978/79 Bronco.

So the problem lies elsewhere.

The bushings are nylon with a diagonal split, which expands the bushings when they're installed on the shaft.

When the bushings wear down, the brake pedal wobbles on the shaft and may not return to its proper position.
