It depends how old they are. You can check plug wires by checking their resistance. They should not exceed 5 K-ohms per foot. As for the distributor cap and rotor, check to see how the contacts look. If they're really burnt or broken down then replace them. If they're just lightly singed, you can file them clean. These things are cheap enough that if you're doing a big tuneup anyway, you might as well replace them, if this is a new-to-you vehicle which you don't have much maintenance history on.
