What universal are you running that will handle a 460. Most universals are only rated to 5.9L and 6,000 lbs, which is greater than your truck is rated.

A lot of people just leave the air tubes hanging. The tubes that come on most universals come plugged.

All those tubes do is pump air into the cat. I'm not sure I would just plug them up though. If your belt is still running the smog pump, having the tubes plugged will make the pump fight to push air through. I'd either let them blow or find a way to bypass the smog pump. I know in 1990 the 460 had the serpentine belts. I dont know if you can get one to bypass the pump or not, a problem I will be trying to figure out soon.

if you don't have an air pump plumbed to it, plug it. otherwise it will suck air on decelleration and ignite the unburnt gases causing it to pop like crazy. just slide a short bolt that fits snugly into it and spot weld it with a mig or cover the end of the tube and head of the bolt with rtv silicone so it wont blow out.
