as far as the smoked covers...any auto accessory shop should carry them. I'm pretty sure they are illegal though.

You may want to check your local laws before purchasing/installing. In most states it is illegal to have a licence plate cover of any type, especially a tinted one. It is also illegal in most states/cities for stores to even sell these things.

In some states/cities it is illegal to even have a licence plate frame...
