I'd like to do the same thing. However, if my understanding of the CA smog rules is correct: You can't make such modification unless it was originally offered for your year/model.
I thought that maybe you could use the parts from a Mustang of the same year. Not sure.
I know on the '83 you can't use headers because it's the only year that used a heat riser!

You can get a 4 bbl manifold and carburator from Edelbrock that is CARB (California Air Resources Board) legal with CARB stickers, however, if you read the fine print, they are really only legal on the small block Chevy's. I purchased the 4 bbl Edlebrock manifold with the 2 bbl (CARB legal) EGR plate and then purchased a 4 bbl EGR plate separately. I topped off everything with the CARB legal Edelbrock 600 w/electric choke. That way I had the CARB stickers for inspection. I had no problem passing in NC, but NC is not as strict as CA.
You can, however, get CARB legal headers from Doug Thorley for your '83 and it comes with a heat riser tube.
