PCM reprogram per TSB 01-20-08

Hello,
I have a 2000 4.2 auto XLT that fits exactly the symptoms and build date, in the above TSB ...
TSB recommeds PCM reprogram to cure harsh 1-2 up-shift.
Question is do I have to take the truck to a DEALER! for PCM reprogram, or is this something an appropriately equipped independent can do ??
Or would a new PCM be cheaper?
Any recommendations for the SFV area of Los Angeles for independent shop?

Dealer says $140 for reprogram. Independents have been higher. Even if it's something internal, sounds like it's out of my hands, anyway...
Guess it's off to Vista Ford, even though I've lived with it for 91K miles...
